Convergence Design worked with the interpretation and exhibition team at Port Arthur Historic Sites Management Authority (PAHSMA) to develop a comprehensive Interpretation Policy and Strategy for PAHSMA’s three UNESCO World Heritage convict sites: Port Arthur Historic Site, Coal Mines Historic Site, and Cascades Female Factory.

The intention of the consultancy was to help PAHSMA staff transform interpretation practices whilst protecting Outstanding Universal Values, broadening audience appeal, and creating world-class visitor experiences.

Key outcomes of the project included:

  • A new interpretation policy with the core purpose: “to engage visitors to connect with and understand the origins, impact and legacies of British convict systems and their consequences for Australia’s development”

  • Six guiding principles and ten policies covering significance, sustainability, audience focus, best practice, thematic frameworks, and complexity/integrity

  • A sophisticated curatorial approach situating convict experiences within global rather than isolated narratives

  • Seven strategic goals with actionable strategies using TORE principles (Thematic, Organised, Relevant, Enjoyable)

  • Site-specific recommendations for enhanced accessibility, experience trails, digital engagement, and family programming to diversify visitation and deepen engagement.
